Historical Note: 
The Council for Equal Business Opportunity started in Baltimore in 1967.  Initially funded by the Ford Foundation, the organization's goal was to facilitate minority economic development through providing loans and financial advice. Samuel T. Daniels was the executive director from 1967-1989.
